Stuck hollow axle

My 640 front inner axle doesn't want to come out of hollow axle...it appears to be the same as manual diagram.

Any ideas beyond heat & beat? cotter pins are gone, it won't budge. I thought that rust may have piled up at the zirk locking it in.

This axle/hub/bike was outside against a barn for decades.

Soak it in CRL [ calcium lime rust ] remover. Get it at all department and hardware store. Soak overnight, rinse thoroughly, clean black crap off of it and your hands, re soak in penetrating oil. Should tap right out then. NOTE: axle and sleeve will turn black. Pa

Has anyone heard of racers replacing hollow axle set up with solid axle?

I thought I would throw that out before getting too involved...
