1963 SERIAL NUMBERS

Found a '63 Duo-Glide chassis in an European country where the dealer had to stamp the serial number into the frame to get the bike legal. The original title is there with a stated frame number just under 63FL 9500.
Anybody knows if the sequental numbers went that high in 1963, i.e. could it be a goofy number?

It looks high, but doesn't 1963 fall into the "odd-even" rule, where the last digits of the year and the first digit of the VIN must agree: both odd or both even?
This means that there are only 4,750 made that year (1/2 of 9500) since the only possible numbers for an odd year are 1001-1999. 3000-3999, 5000-5999, 7000-7999 & 9000-9990.

Note that during that time they had five digit numbers. With five numbers it was the first two numbers that were odd/even.

I've had a65 pan for years with a 65FL7744 number that I thought was odd. Know the history of the bike from almost new, so don't think bad guys were playing with the numbers. Does it sound legit?

65 is an odd numbered year. 7 is an odd number. Nothing wrong with that.
