I know this photo isn't real clear. What is that motorcycle behind the sergeant? Is it a Crocker or a 45" with a strange top end on it?

The rear fender and tank are all that I can make out to resemble H-D.

Nearly everything else resembles my '34 Chief basket in many ways, except for those nebulous cylinderheads.

With that high pipe i'm guessing amfibious, they may be shields over the heads ?

I would reckon that it is a knucklehead and the apparently slightly odd heads are just a trick of the light and level of detail
Shoot, a man could have a good weekend in Dallas with all that stuff...

The chassis is very Indian ( which I believe crocker borrowed heavily from.)

Compare the front fender, fork, and exhaust header in the photo below.
The single linkage from from the pedal to the brake is also an Indian signature.

looking closely at the cropped photo, it is definitely not a knucklehead, true. I suspect that the near-vertical exhaust pipes indicate a sidevalve engine and the gearwheel? visible behind the exhaust may be a kickstart ratchet, ie it is an Indian, but i could be wrong
