Mystery tool

Many years ago I bought a truckload from an old Harley dealer. Lots of parts and tools. But there is one tool I have never been able to identify. Anybody have any idea what this thing is?

Let me guess......The one on the bottom is a special HD counter top tool. A Pen ??? :mrgreen:

Looks to be a mini puller of some sorts Chris. I haven't figured out for what yet though. Pa
