Chains oil feed

No oil is coming out of the oil feeds to both primary and final drive chains on the 45 engine I rebuilt. I was planning to block these, but wasn't expecting not having to! On an original set-up, is it possible to cut off the feed completely by the setting screws or is there a problem with my oil circulation? Thanks for any advice.

Backed out both screws and oil feed is working. Since I don't need the feeds, I tightened them again.
