seen this odd looking 45 cylinder on ebay the fins look the wrong shape for a wl ,too big? and also seems to have a very short spigot.

That's because it's an Indian cylinder.

Just a guess: that looks like the better 1940-* Scout cylinder, based on the fin size. Must work pretty good -it was used on the 648 Daytona motor.
