lean plug

A friend of mine has a 48 Bonneville Chief with a fresh rebuild. He has made a thorough effort on a leak test and has discovered none. The problem is the front cylinder spark plug is completely white (lean ? ) the head, however is carbon filled and the exhaust valve is showing signs of heat (white)possibly from the fire of the spark plug? The rear cylinder is washing out (getting oil in it). Any suggestions. Can it be the cams, timing, etc.... Any help would be appreciated, Thanks

Exactly HOW was this thorough leaktest performed?

Smells like Evil Manifold Leak to me!
