Leg guards?

I recently was able to aquire some parts and a bike after a good friend and staunch Indian rider passed on.I found some leg guards and brackets or that is what they appear to be. I take it that these are either rare or disliked as I have never seen a set on the road

They were mostly on military bikes they came in different sizes for the 741 the 640 and the 340. I don't think many were ever used as they cut your top speed.
