indian chief case numbers

Hi, I have a 1944 indian motor with the numbers on the serial pad stating this. On the other pad there is the letter P and a centre punch stamp next to it. Has any one seen this before. does it mean peter re built the engine, police model or somebody just put there intiial on the pad.
