front fender bolt holes distance

Hello Guys

I have strange problem
aquired two front fenders for bigtwin HD
after all repairs and final riveting to braces I was surprised that bolt hole distance on upper shell is in both about 3/8" narrower than in all 3 forks I have
fenders do not look like aftermarket and bolt hole area was not altered in any way...

any idea?
different years, models?

Sorry Marcina : i have not understood :
are you talkin'about the rivets holes "BRACES to FENDER" ?
or the holes on fender "FENDER to RIGID FORK" ?

( P.S: i think we shortly met together some years before , i Mannheim ...)
