Definately a 2 person machine.Seems like one good sized person perched out to the side like that could really get it tilting back on his side. Especially if the empty side hits a bump. Stick another wheel on it and call it a jeep.

This was a fairly common style of tandem in the golden age of bicycles, in effect two bike frames side by side with a single wheel front and rear. I've ridden one solo, and it was surprisingly easy to do, the bike leaned quite a bit but you hardly notice it.
